Project Manager – Emergency Management Coordinator

Job Description

Overview

This position exists to oversee Emergency Management and Business Continuity Program for the X region. Serves as the emergency manager (including implementation and/or support of Incident Command) and responds across the region as needed. Develops and maintains emergency operations plans and hazard vulnerability assessments for the region (e.g., hospitals, ambulatory spaces, office buildings). Collaborates with EM leaders across the system to develop and implement standardized templates, assessments, and methodologies when applicable. Collaborate with clinical and non-clinical leaders (Emergency Department, EOC, LifeLine, Police, Trauma, Transfer Center, etc.) to design and implement departmental emergency operation plans and business continuity plans. Collaborate with local, regional and system (clinical and non-clinical) leaders to design and implement training and exercise schedules to evaluate and improve readiness. Responsible for conducting and coordinating all regional and local trainings and exercises, both internal and external. Collaborate in the creation and execution of a multi-year training and exercise plan for IU Health system. Responsible for maintaining regional facility emergency operations centers that are utilized in crises. Leverage Juvare and other appropriate technologies to store and implement plans and trainings for EM and BC. Collaborate with appropriate teams and leaders to ensure plans and processes meet accreditation standards. Ensure region is continuously prepared to respond to internal or external disaster and business interruptions.

 

Essential Functions

 

Leadership - Assists with the establishment, implementation, and maintenance of objectives and performance indicators within the area of specialty. Implements systems across region to ensure continual state of readiness and regulatory compliance. Leads others via influence and consensus building.

 

Community Relations & Partnerships – Consistently identify, maintain, and develop strong relationships with appropriate community partners, agencies, and organizations. Be involved in local healthcare coalition. Participate in local, state, and federal Emergency Management and Business Continuity meetings, exercises, and drills (LEPC EMAC, HCC, etc.).

 

Financial Management - Assists in the development and administration of the annual fiscal plan. Monitors expenditures to ensure variances are within departmental constraints. Seeks and recommends potential opportunities for cost containment and analyzes variances from budget plan or anticipated needs.

 

Emergency Management & Business Continuity Program Accountability – Provides leadership and expert support in the overall development and implementation of the regional program. Chair and/or attend appropriate committees (e.g., Emergency Management, Environment of Care, etc.). Develop or revise Emergency Management & Business Continuity plans and analysis annually or as needed. Coordinate, evaluate, and document Emergency Management & Business Continuity training, drills, and exercises in accordance with regulatory requirements. Help lead the response to emergency situations as it relates to the Incident Command System. Supports planning and execution for critical operations recovery prioritization.

 

Documentation – Uses WebEOC and appropriate technology to ensure accurate documentation and processes. Ensures completed documentation follows policies, procedures, systems, regulations, and laws. Ensures availability of all reports and records for area of responsibility

 

Reporting - Provides reports on key performance indicators, goals, after action reports, gap analyses, etc. to various leaders and committees. Collects and distributes data as needed for review by others.

 Requires Bachelor's degree in a business-related field or equivalent years of experience.
• 3-5 years of relevant Project Management experience required.
• PMP certification preferred.
• Healthcare Industry experience a plus.
• Experience working in a complex, matrix environment.
