The Director – Workforce Development oversees the system Workforce Development strategy and program development with a focus on growth and optimization including success, expansion, and sustainability of the Mosaic Center for Work, Life, and Learning across IU Health and within the communities we serve. This leader will create talent pools and defined pathways for employees to help develop their skills to grow and pursue other professional opportunities across the organization. They will spark an interest in entry level opportunities through post-secondary education in healthcare careers by providing exposure to youth high school and college students and lead a team that partner cross-functionally with HR teams (Talent Acquisition, Diversity, Equity & Inclusion, Talent Management, Talent Development, etc.), as well as with key operational leaders and external partners. The Director – Workforce Development will understand talent forecasts to build and implement effective workforce development strategies that advance IU Health’s recruitment and hiring practices, requirements, policies, and SLA's required within healthcare organizations and partnerships. They will use research and data analysis to develop and sustain a comprehensive program which includes design, research, key performance indicator determinants, reporting, training, team member oversight, and the collaboration with program partners to ensure effective utilization of resources and support. This leader will engage with senior level leaders as a credible, results-driven and valued partner by initiating proactive discussions and decisions around mission attainment, business performance, financial operations and impactions, negotiations, strategy and development of key talent programs and processes to identify and address current and future business and people challenges. This leader will establish and maintain working relationships with program funders, partners, employees, institutions, and other not-for-profit organizations to meet client/neighborhood needs and ensure program success and collaborate with community partners and local businesses; demonstrate cultural competence and humility to cultivate strong relationships back to the neighborhood residents. The Director – Workforce Development will implement a comprehensive program that addresses the diverse needs (cultural, ethnic, mental, physical, socio-economical, etc.) of internal and external participants and their families, ultimately contributing to the health and prosperity of the community. This leader will play a critical role in driving talent acquisition initiatives aligned with organization goals while fostering a culture of continuous learning and professional growth.

Reports to: Executive Director – Talent Pipelines 

Direct Reports:  8- 15

Candidate Qualifications

Candidates for the position will be selected from a diverse pool and will be evaluated according to the following criteria and competencies.

  • Bachelor's Degree is required. Master's Degree is preferred.
  • Requires 7-10 years of relevant experience.
  • Degree in Human Resources, Business Administration, Organizational Development or related field.
  • Requires a minimum of 7 years in workforce development, talent management, or related field in a matrix organization with at least 3 years leading a team.
  • Experience in adult education and/or training preferred.
  • Strong understanding of talent acquisition principles and practices, with a focus on diversity, equity and inclusion.
  • Excellent written and verbal communication and demonstrated leadership skills. 
  • Ability to collaborate effectively with cross-functional teams and build strong relationships with internal and external stakeholders. 
  • Demonstrated ability to innovate, design and implement workforce development programs and initiatives.
  • Knowledge of relevant regulations and standards governing workforce development and training programs.
  • Proficiency in data analysis and reporting, with the ability to use data to inform decision-making and drive continuous improvement.
